They did it again. In the face of virtually unanimous opposition to anonymous judging throughout the world of figure skating, the International Skating Union (ISU) today reaffirmed its commitment to this highly-criticized practice. During its congress in Dublin, Ireland, the ISU voted down proposals to abolish secret judging — a severe blow to a sport fighting for its survival and already mired in controversy.

Less than four months ago at the Winter Olympics in Sochi, Russia, the sport was rocked by a scandal involving the ladies’ results and the composition of the judging panel, which seemed to favor the Russian winner, Adelina Sotnkiova, over former Olympic Champion Yuna Kim. The South Korean Olympic Committee filed a complaint with the ISU, which the skating union immediately dismissed.

Yet one of the two proposals to eliminate secret judging came from none other than the Russian federation itself. "Deletion of anonymity will make the ISU Judging System more transparent and will increase the accountability of the Judges," the Russian proposal states.

The United States introduced a similar proposal, which would have required the marks of each judge to be identified.

Even with two of the greatest skating powers in the world requesting the abolishment of something so clearly harmful for the sport, the effort had no chance to succeed. The wishes of ISU President Ottavio Cinquanta, quite clearly, have to prevail.

The speed skater who has turned figure skating on its head during his long and highly-controversial reign, has made few friends in the sport. In fact, he is currently serving what would have been an illegal term due to his age, had the ISU not temporarily changed the rules in 2012 to allow him to stay in office an additional two years without reelection.

Dick Button, arguably the best known personality in figure skating, best expressed what most others feel in a column in Newsweek magazine back in March. “Nowhere are foxes put in charge of the henhouse—nowhere, that is, except in skating. For more than a decade, the [ISU] has been presiding over the decline of figure skating: television ratings, television coverage and overall popularity are all down. How does the ISU respond? For almost 40 years, it has been run by speed skaters. The current president frankly admits, ‘I am a speed skater. I know nothing about figure skating.’ He can’t even whistle as the ship sinks."

Button was also among the signatories and supporters of a petition asking Cinquanta to resign. As of today, the petition has been signed by 34,000 people worldwide.

Judging secrecy is new to skating

The inherent subjectivity of figure skating makes transparency of judging more important to this sport than any other. Even gymnastics, which begs some comparison to skating, does not need to strike such a fine balance between its technical and artistic sides. Skating is unique among sports with its appeal as a performing art. As a result, controversy is inevitable and the need for accountability of judging crucial in order to maintain as much as a semblance of objectivity. Yet with anonymous judging now firmly in place, ambiguity and perplexity rule.

After the end of the ladies’ competition in Sochi this year, Katarina Witt, the two time Olympic champion and now TV commentator, shook her head in disbelief: “I am stunned by this result. I don't understand the scoring."

And U.S. Olympian and former national champion Ashley Wagner says it plain and simple. “We need to get rid of the anonymous judging.”

Judging by the recent controversy, one might think secret judging is the norm in figure skating. Not so. Until Cinquanta dismantled the century-old 6.0 system, judging was a model of transparency, even if not always of objectivity. Cinquanta’s radical change in judging systems happened in response to the pairs judging scandal of 2002, when judging collusion was exposed at the Salt Lake City Winter Olympics. How ironic that under the excuse of cleaning up the sport, Cinquanta made it easier for judges to cheat than ever before.

Under the 6.0 system, every judge’s mark was posted, along with his or her country. (Before digital technology, judges actually used to hold up the marks in their hands for the world to see.) That invariably led to occasional booing from the audience, which the judges no doubt did not appreciate. But most of the time it kept them at least marginally honest. There is only so much cheating you can do when 20,000 people (who once used to actually fill these arenas) stare down at you. Knowledgeable fans knew exactly what mark the blond lady in the brown fur coat from Bulgaria had given each skater.

Today, no one has a clue who gives what mark to whom — not the person, nor the country. In fact, even the ISU doesn't know, because the computer throws out the high and the low mark on each element so that no one ever knows whose marks went into the grand total. As a result, no judge is ever responsible for any outcome, however egregious.

"The outrageous judging system [Cinquanta] enacted was put in place to stop the corruption,” said Tim Wood, a one-time world champion and member of the U.S Skating Hall of Fame. “But the judges are now not disclosed, so it has increased the corruption to unprecedented levels, as evidenced by the issues of the Sochi women's event.”

If Cinquanta was able to undo a century-old judging system that produced the greatest stars in the history of the sport merely because of one controversy, why can the ISU not revert to transparent judging after many other controversies, as well as requests from federations, skating insiders, and the media from around the world? The answer is painfully obvious. Because nothing can get past Cinquanta and his minions.

The ISU has become a despotic, unaccountable organization with no credibility to speak of, and led most of the time by speed skaters in spite of the fact that its funding comes overwhelmingly from figure skating. The net result of the Cinquanta revolution of the past 20 years: skating popularity is at lowest point in history, especially in Europe and in the U.S., where networks are unable to even get contracts to air the World Figure Skating Championships on television. The professional skating scene has disappeared, and a few isolated skating shows are barely hanging on with greatly reduced audiences. Skating has remained popular mostly in Asia, thanks to very popular champions such as South Korea’s Yuna Kim and Japan’s Mao Asada. once they retire, however, revenues to the sport are expected to crash even in Asia.

"If changes are not sweeping and imminently forthcoming, the sport could find itself obsolete and irrelevant," Wood concluded.

May 6 (Reuters) - International Skating Union president Ottavio Cinquanta has left figure skating at its lowest ebb and must stand down from his role immediately before the sport becomes irrelevant, former double world champion Tim Wood told Reuters.

The American is part of a petition that has gained over 22,000 signatures demanding the former Italian speed skater quit the position he has held since 1994 before he damages it further with more planned changes in his final two years.

Wood, who also won a silver medal at the 1968 Winter Olympics in Grenoble, said Cinquanta has undemocratically postponed ISU elections in order to extend his stay in the position and changed the scoring system for the worse by making it confusing for the public and open to corruption.

"If changes are not sweeping and imminently forthcoming, the sport could find itself obsolete and irrelevant," Wood told Reuters this week.

"That is the imminent danger and the first person that needs to be replaced is the guy who has caused all the problems, the guy who has zero understanding of the sport, as he freely admits, and the guy who is completely responsible for the single handed dismantling of the sport... Cinquanta."

The Italian's stint in charge was due to end in June but he and his board postponed elections two years ago until 2016 which has allowed the 75-year-old to continue in office despite reaching the maximum age limit.

The ISU did not respond to requests for comment from Reuters.

Cinquanta has grand plans for his final years in power, aiming to end short programmes in all figure skating events and simplify a scoring system that he changed in the wake of the 2002 Olympic judging scandal at the Salt Lake City Games.

Wood had little faith, though, and believes the old 6.0 system that was popular with fans should be reinstated.

"The outrageous judging system he enacted was put in place to stop the corruption but because judges are now not disclosed so it has increased the corruption to unprecedented levels, as evidenced by the issues of Sochi women's event," said Wood, a member of the U.S skating hall of fame.

ARROGANCE

Figure skating made a swath of negative headlines at the Sochi Olympics in February when Russia's Adelina Sotnikova took a shock gold in the women's event which drew derision outside of the host nation.

The teenager was the only one of the leading trio whose free programme contained an obvious mistake - a two-footed landing from a double loop - but the nine-member judging panel declared her a winner with a personal best score just shy of defending champion Kim Yuna's world record.

Two million people have since signed a petition demanding an inquiry but Cinquanta has failed to deliver leaving Wood pessimistic about the chances of his demands being heard.

"Talk about arrogance and lack of transparency," he said of the Italian's silence.

"The judging system is so complicated and so corrupt that the viewing public has no idea of what's going on."

Thirty years after Jayne Torvill and Christopher Dean captivated a global audience with their performance to Ravel's Bolero - an ice dance that earned them a row of perfect 6.0s and a prolonged standing ovation at the Sarajevo Olympics - the sport has lost a lot of its appeal, especially in North America.

Many skaters now seem to be jumping off the same production line, sacrificing artistry while trying to cram their routines with acrobatic tricks that earn them more points under the accumulative scoring system.

Wood pointed out that this has led to a loss in key television revenue streams, and helped the boom of reality shows such as 'Dancing with the Stars' and 'So you think you can dance'.

"Since Cinquanta was a speed skater, he doesn't like or understand the subjective elements of the creative artistic side of the sport, so the rules were changed to make everything a point system," the 65-year-old Wood said.

"The unintended consequence is that skaters are now just point junkies; whomever does the most tricks, wins.

"The general public tastes and preferences have shifted away from figure skating to the TV world of dance. This move by the public not only depletes revenues but the public has become sophisticated and knowledgeable about movement and creativity.

"Over 40 million people watch those shows. Now they go back and look at figure skating which is pre embryonic in its understanding and knowledge of movement in comparison." (Reporting by Patrick Johnston, editing by Pritha Sarkar)

Recently, figure skating fans have made their first step to returning the Olympic gold medal to Kim with the aid of a legal representative and have gathered much attention from the public. This started because of the pessimistic stance of the Korean Skating Union (KSU). Some have pointed out that if the KSU utilizes the current anti-Russian sentiment worldwide to their advantage, an additional gold medal to Kim is a possibility.

The KSU’s repeated message to the public: ‘Getting back the gold medal is difficult’ has been met with criticism from the public.

The Olympic judging scandal aftermath since February 21, 2014 still has not settled among figure skating officials worldwide as well as the national sporting world. The KSU has been largely criticized for not taking an active stance to protect the rights of their own athlete who has been a victim of manipulation at the Olympics. In the end, figure skating fans, after losing confidence in the KSU, have started a petition through a legal representative to urge an official complaint.

Time for the Submissive Diplomacy to Stop

With the continued delay in the KSU’s official complaint against the Sochi Olympics Women’s Figure Skating judging scandal, figure skating fans have stepped out on to the streets to petition. Korea needs to show proper ‘resistance’ against the theft of a great asset in Korean sports history.

Viktor Ahn, a Korean short-track star who has naturalized as a Russian citizen a few years ago, has said “Kim Yu-Na(Yuna Kim) is one of the most famous athletes worldwide.” Some point out that Kim’s failure of winning back-to-back gold medal, being such a high-profile athlete, is a huge loss since even a chance for that kind of accomplishment in amateur sports would not be coming again. 

Hence, while the reformation of the KSU for our athletes’ future is also important, the public opinion on getting back the ‘robbed’ second Olympic title still has not burned down. So the opinion is gaining a lot of support that the first and foremost goal of the KSU and the Korean Olympic Committee (KOC) should be to at least secure a joint Gold medal. With at least this accomplished, Korea can shed its current submissive image, one that says “It’s okay to treat Korean athletes unfairly because the Korean Union and Committee do not bother to protect them”.

Related to this topic, Bak Sang-gi the representative of the BNE Global Negotiations Consulting, who is also an adjunct professor in Negotiations Science in a US college and an international negotiations specialist, has written, “Even other countries, who are not as powerful as the United States and Russia, wouldn’t stay still in fear like this. It is common sense to immediately and firmly protest the results and appeal.”

Bak also analyzes that “there are many countries and influences with discontent over the Sochi Olympics, and it would be easy to form a common ground with other countries and organizations who would stand up to their advantages.” Moreover, he stated “This may also benefit Kim’s plans to become a member of the IOC. In international negotiations, if a powerless country stays still after unjust treatment, nobody cares.”

Gold medal, given up from the start?

The KSU/KOC have stated that they will file an official complaint at the end of last month but so far, no actions have been taken. On April 10, a KSU official has said “the contents of the complaint are not that different from the statement given out by the KOC before” and that “the complaint will be filed and we are currently preparing for it.” The official has also revealed that the ultimate goal of the complaint is “to bring about disciplinary actions against those responsible for the wrong judging.”

The problem is that the KSU has maintained a pessimistic stance against returning the gold medal to Kim. With respect to this, the official has said, “we need evidence to get the gold medal back” and “we have heard of the point that says our ultimate goal should be to get back the gold medal but we will only consider this as a personal opinion.”

This official’s position is not that different from that of another affiliate of the KSU, a Korean international judge who has devalued Kim’s technical elements and has given interviews stating that “it is not possible to get back the gold medal,” in an attempt to calm the public’s opinion on the official complaint. This judge has been criticized in the past for taking a submissive attitude towards officials from Japan, Russia and other countries with skating power and neglecting the rights and interests of Korean figure skating.

In addition, some have suggested that the fact that the president of the KSU is also the president of Samsung Engineering can explain the KSU’s behavior. Samsung Engineering is in contract with the Russian natural gas company, Gazprom. Therefore, it is conjectured that the KSU may be avoiding an uncomfortable relationship with Gazprom by neglecting to act on the Sochi judging scandal.

With such questions raised, figure skating fans in Korea are stating that the KSU has failed to protect the rights of Korean athletes and that they can no longer trust the KSU’s statement with regards to the complaint. The fans have decided that the KSU may be delaying the complaint until the deadline comes to pass, and thus have taken action to urge the filing of complaints.

Figure skating fans, who have already held a few rallies to urge KSU to act, recently have begun working with a legal representative to petition for the KSU’s complaint. The lawyer representing this case, ADL’s Hong Ji-sook, stated in a telephone interview with us that “to petition for KSU to take urgent actions, we are representing the voices of figure skating fans as well as the Korean public.”

The general public and the fans participating in this petition are strongly urging the KSU to make this right. A participant in the petition says “the KSU who should be at the forefront of protecting their own athlete’s rights are acting too passively, and the fact that regular citizens have to petition for them to act is extremely pitiful.” He also stated that “if Korea fails to act on such a big issue that has angered the international figure skating community, Korean athletes, not just skaters, will continue to become victims of unfair judging in the future.” Moreover, “the official complaint has to be filed to the ISU, and if it gets rejected, the case should be taken to the Court of Arbitration for Sports (CAS).”

In this context, figure skating fans have recently held another rally to raise their concerns. On April 12 and 13, they have gathered in front of Seoul Myeongdong Cathedral to urge KSU to file the official complaint and also ask them to reveal the contents of the complaint to the public. The point is that, even if the KSU files the complaint, with such pessimistic and submissive stance of the KSU, many cannot trust that the contents are actually strong to pressure the ISU. 

Meanwhile, the KSU gave a statement on April 14 in a call with us that “On April 10, the complaint has been submitted to the ISU via e-mail, fax and DHL.”

Going Beyond the Limits of Rules and Laws

Representative Bak Sang-gi states that while the late filing of complaint is regrettable, it is still meaningful. He says, “the KSU has missed the 30-day deadline to appeal but this complaint has once again sparked the seriousness of the Sochi judging in international media and can help form the foundation for negotiations.” He also notes, “This issue should not be approached only from the perspective of laws and rules. For the joint gold medal, we also need to convince Putin and influencers in Russia, who hold all the aces, through international media.” Bak says that the recent anti-Russian sentiment over Crimea can help in the negotiations. He also says “if we are to appeal to the international community’s sentiment, Korea should not be directly attacking Russia and Putin. Other Western countries and the United States media, who are expressing concerns over Russia at the moment, should be made to lead the talks over the unfairness of the Sochi Olympics.” He continues, “currently, Russia is concerned over the anti-Russian sentiment spreading. They would be conscientious of the Yuna Kim issue possibly fueling this spread.” In addition, “we need to accentuate that, if Russia cooperates in awarding Kim an additional gold medal, the negative Russian image may be mitigated,” and “with the Western public and media as foundation to solve this problem and act as a mediator to return the gold medal to Kim, the status of Korea  will be lifted in the eyes of the international community.” 

In relation to this issue, a Korean media official said, “delivering the news of the complaint process, contents of the complaint and what the KSU wants from the ISU to influential international media via press conferences, reports and other coverage will bring on great effects compared to doing nothing and staying silent.”

There is a consensus that, for all this to become possible, the KSU needs to change their behavior and way of thinking.

최근 피겨팬들이 김연아의 소치올림픽 메달을 찾기 위한 첫걸음으로 법적 대리인을 통한 청원에 나서 여론의 이목이 쏠리고 있다. 이는 제소를 준비해 온 빙상연맹이 정작 ‘금메달 되찾기는 어렵다’는 입장을 고수하고 있기 때문이다. 그러나 일각에선 법·규정에만 얽매이지 않고 세계적인 反러시아 여론 등을 이용한다면 공동 금메달이 가능하다는 지적이 제기되고 있다. <편집자주>

‘금메달 찾기 힘들다’ 입장만 반복하는 연맹…비판여론 

피겨팬들…연맹 불신하며 법적대리인 통해 제소 ‘청원’

국제협상전문가 ‘반러 국제정세 이용 공동금메달 가능’

[주간현대=조미진 기자] 지난 2월21일의 올림픽 판정 스캔들 후폭풍은 지금도 세계 피겨계와 국내 스포츠계를 뒤흔들고 있다. 

올림픽에서 승부조작성 피해를 당한 세계적인 자국선수의 권익을 되찾기 위해 앞장서야 할 대한빙상연맹이 방관과 저자세를 일관하고 있다는 비난이 거세다. 

급기야 피겨팬들은 올림픽 판정에 대해 국제연맹에 제소하겠다는 빙상연맹을 믿지 못하고 법적 대리인을 통해 제소를 청원하고 집회를 하는 등 공식적 대응에 나섰다.

저자세 외교 ‘그만’ 

지난 2월21일 소치올림픽 피겨 판정 스캔들에 대한 제소가 계속 늦춰지는 가운데 빙상연맹을  더 이상 믿지 못하는 피겨팬들이 변호사를 통한 청원과 거리 집회 등 공식적인 대응에까지 나섰다. 한국 스포츠 역사 전체로 봐도 막대한 자산을 도둑 맞았기에 금메달을 되찾고 대한민국의 ‘저항’을 보여야 한다는 것이다. 

몇 년 전 러시아에 귀화한 쇼트트랙 스타 빅토르 안(안현수)은 최근 “김연아는 세계에서 가장 유명한 운동선수 중 하나”라고 언급한 바 있다. 이러한 선수의 올림픽 2연패 달성은 아마추어 종목에서 이만한 스포츠적 성과를 이룰 기회를 앞으로 장담할 수 없을 만큼 커다란 손실이라는 지적이 제기되고 있다. 

때문에 앞으로 우리 선수들을 위해 국제빙상연맹의 개혁을 이끌어내는 것도 중요하지만 ‘빼앗긴’ 여자 피겨 올림픽 2연패를 되찾아야 한다는 목소리가 사그라들지 않고 있다. 

따라서 향후 대한체육회와 빙상연맹의 최우선 목표는 ‘최소한 공동 금메달’을 이뤄내는 것이어야 한다는 견해가 다시 힘을 얻고 있다. 

공동 금메달이라도 이끌어낸다면 “한국선수는 부당하게 건드려도 한국 연맹·단체가 그들을 보호하지 않고 저자세로 일관하기에, 건드려도 괜찮다”는 이미지를 벗을 수 있다는 것이다. 

이와 관련해 한국인 최초 미국 주립대학 협상학 겸임교수이자 국제협상전문가인 박상기 BNE글로벌협상컨설팅 대표는 앞서 칼럼을 통해 “미국·러시아 같은 강대국이 아니라도 어지간한 나라라면 이런 큰 사안에 대해 우리나라처럼 겁먹고 가만히 있지 않는다, 곧바로 강경하게 항의하고 바로 항소하는 게 기본이자 상식이다”고 지적한 바 있다. 

또한 박 대표는 “이번 소치올림픽에 불만을 품은 나라와 세력이 많고, 자국 이익을 도모하려는 국가들·해외 유관단체들과  연대를 형성하기에 매우 용이한 상황”이라고 분석했다. 

아울러 “김연아의 IOC 선수위원 선출 건도 협상과정에서 반대급부로 더 유리해질 수 있으며, 국제 협상에서 강대국이 아닌 나라가 부당한 처사를 당해도 가만히 있다면 아무도 신경 쓰지 않는다”고 밝혔다.

금메달 애초에 포기?

지난달 말 대한체육회·빙상연맹은 국제빙상연맹에 제소하겠다는 입장을 밝혔으나 최근까지 제소는 이뤄지지 않고 있었다. 

이와 관련해 대한빙상연맹 관계자는 지난 4월10일 오후 본지와의 통화에서 “제소내용은 앞서 대한체육회와 보도문을 통해 밝힌 것과 크게 다르지 않고 제소는 꼭 할 것이며 준비 중”이라고 밝혔다. 

또한 빙상연맹 관계자는 제소의 최종목표에 대해선 “판정에 책임져야 할 관련자들을 징계받게 하는 것”이라고 밝혔다. 

문제는 빙상연맹이 금메달을 되찾는 것은 불가능하다는 식의 입장을 고수해오고 있다는 것. 

이와 관련해 관계자는 “금메달이든 공동 금메달이든 되찾으려면 증거가 있어야 하지 않냐”며 “금메달을 되찾는 것이 최종 목표가 돼야 한다는 건 사견으로만 듣겠다”고 답했다. 

이 관계자의 입장은 일전에 '제소' 여론을 잠재우려고 김연아 연기 수행의 기술적 부분을 미묘하게 저평가하며 올림픽 경기가 끝난 직후 부터 ‘금메달을 되찾을 수 없다’고 인터뷰 해 온 국제빙상연맹 소속 한국인 국제심판의 관점과 크게 다르지 않았다. 

이 심판은 수년 전부터 국제빙상연맹 내의 일본·러시아 등 해외유력인사들의 저자세로 일관하며 세계적인 자국선수와 한국 피겨의 권익보호에 소홀해왔다는 비판을 받아 오기도 했다. 

아울러 대한빙상연맹 김재열 회장이 삼성엔지니어링 사장을 맡고 있는 점이 빙상연맹의 이러한 태도의 배경이 아니냐는 관측도 제기되고 있다. 

삼성엔지니어링이 러시아 국영가스회사 가즈프롬의 플랜트 사업을 수주하고 있어 러시아와 껄끄러운 관계가 형성될 수 있다는 가능성을 생각해 '올림픽 판정 사태'를 회피하는 것이 아니냐는 것이다.

이러한 의혹들 속에 국내 피겨팬들은 대한빙상연맹이 자국선수에 대한 권익보호를 등한시해왔다며 제소하겠다는 말을 믿지 않고 있다. 

급기야 최근 피겨팬·김연아 팬 등은 연맹이 제소를 미루다 하지 않을 수 있다고 판단, 공식적인 제소 촉구에 들어갔다.

이미 몇 차례 제소를 촉구하는 집회를 가졌던 피겨팬들은 최근 법적대리인을 통해 빙상연맹에 제소를 청원하는 작업에 들어갔다. 

이번 청원의 법적 대리인을 맡은 법무법인 에이디엘의 홍지숙 변호사는 본지와의 통화에서 “대한빙상연맹에 제소를 촉구하고자 피겨팬 등 국민들의 목소리를 대변해 청원을 하게 됐다”고 밝혔다.

청원에 동참한 시민, 피겨팬들은 이번 사태는 꼭 바로잡아야 한다고 입을 모으고 있다.

이번 청원에 동참한 한모씨는 “자국선수의 막대한 피해에 누구보다 앞장서야 할 연맹이 자국선수 권익보호에 소극적이고 오히려 국민이 이를 청원해야 하며 연맹을 설득해야 하는 현실이 너무나 안타깝다”고 토로했다. 

또한 “세계 피겨계도 분노하는 큰 사안을 그냥 넘기면, 우리 선수가 국제 피겨계·스포츠계에서 억울한 피해자가 되는 일은 앞으로 자주 반복될 것”이라고 우려를 표명했다. 

아울러 그는 “국제빙상연맹에 제소해야 하며, 제소가 기각된다면 스포츠중재재판소(CAS)까지 꼭 가야 한다”고 밝혔다.

이와 관련해 피겨팬 등은 최근 제소와 관련한 집회를 가지기도 했다. 

지난 4월12일, 13일 피겨스케이팅 팬 연합은 서울 명동성당 앞에서 집회를 열어 대한빙상연맹에 국제빙상연맹 제소를 촉구하며 제소 문건의 내용을 국민에게 공개할 것을 요구한 것이다. 

설령 제소를 했다고 하더라도 금메달을 되찾는데 미온적인 빙상연맹이기에 국제빙상연맹을 실질적으로 압박하는 제소를 했는지 덮어두고 신뢰할 수 없다는 것이다.

한편 대한빙상연맹은 4월14일 본지와의 통화에서 “4월10일 저녁 국제빙상연맹에 E-메일, 팩스, DHL(국제특송) 3가지 방법으로 제소를 했다”고 밝혔다. 

법·규정의 ‘틀’ 넘어서야  

한편 연맹의 뒤늦은 제소에 대해 국제협상전문가 박상기 대표는 다소 아쉽지만 의미가 있다고 평가했다. 

박 대표는 언론을 통해 “빙상연맹이 30일 이내에 재심(apeal)을 요구해야 했는데 시기를 놓친 감이 있지만, 김연아 사태의 심각성을 국내외 여론에 환기시켜 협상 분위기를 형성했다는 점에선 의미가 있다”고 말했다. 

이어 “이 문제를 법·규정으로만 풀려고 해선 안 된다”며 “공동 금메달을 받아내려면 국제 여론전을 통해 결정권이 있는 푸틴·러시아 여론 주도층을 설득하는 쪽으로 방향을 잡아야 한다”고 분석했다.

이어 박 대표는 최근 러시아의 크림반도 병합 후 형성된 서구의 반(反)러 정서도 좋은 협상 수단이 될 수 있다고 지적했다. 

또한 박 대표는 “국제 여론전을 하더라도 우리가 직접 러시아·푸틴을 공격하는 모양새는 안 되며 러시아에 반감이 많은 서구·미국 언론 등이 이 사건의 부당함을 주장해 국제 여론이 환기되도록 이끌어야 한다”고 설명했다.

박 대표는 “러시아는 현재 서구에서 반러 정서가 확산되는 것에 부담을 갖고 있어 김연아 사태가 반러 정서를 촉진시킬 수 있다는 점을 의식하지 않을 수 없다”고 말했다. 

이어 “우리는 러시아가 공동 금메달 수여에 협조하게 되면 러시아의 부정적 이미지를 누그러뜨릴 수 있다는 점을 부각시킬 필요가 있다”며 “서구에서의 여론전을 발판 삼아 김연아 사태를 해결하는 중재자 역할을 해 공동 금메달 수여를 이끌어내면 그만큼 한국의 국제적 위상이 높아질 것”이라고 강조했다. 

이와 관련해 한 언론 관계자는 “국제 여론전이 거창한 것이 아니다”며 “제소 사실이나 제소 내용, 국제빙상연맹에 요구하는 바를 기자회견과 보도문 전송 등을 통해 국내외 유력 매체들에 분명하게 전달하는 것만으로도 손놓고 아무 것도 하지 않는 것보다 훨씬 큰 효과를 볼 수 있다”고 지적했다.

이를 위해선 먼저, 대한빙상연맹의 발상 전환과 태도 변화가 필요하다는 것이 중론이다.

With World Championships of figure skating beginning on Monday, South Korean Olympic Committee has said that it will file a complaint to the International Skating Union about an alleged breach of the code of ethics during the ladies competition at the Sochi Olympics. It's a complaint the Koreans are afraid they'll be punished for. 

The complaint named judges Alla Shekhovtseva of Russia and Yuri Balkov of Ukraine. Shekhovtseva is married to the head of the Russian figure skating organization and was the judge seen hugging gold medal winner Adelina Sotnikova moments after the competition, and Balkov, who allegedly has ties to Moscow, was suspended for trying to fix a result during the 1998 Olympics. Both judges scored the ladies free skating competition, which saw Sotnikova receive the highest scores of her life and Kim Yu-na a silver medal free skate that many experts say was underscored.  

The KOC and Korean Skating Union are asking for a thorough investigation of the judging composition and whether it was biased toward Sotnikova. And they filed the complaint knowing that it might result in retaliation. "We had to be very careful since an appeal or a complaint could strain relationships with international judges and bring disadvantages to our players in international games," a KOC official said on Friday. 

The KSU and KOC's fear of retaliation and reluctance are pretty disconcerting. And it shows how difficult it is to change the current judging system. How are countries supposed to complain if their skaters scores can be held as ransom? And what does it say about the ISU and the kind of environment it has set if countries like South Korea feel they will be punished for voicing their concern? 

The unavoidable question is whether the South Korean delegation's allegations about "suspicions of bias" have any merit. Over the past few weeks, Sotnikova and Kim's programs have been examined again and again, backwards and forwards. The Wire has pointed out that there are some odd things that didn't come to the judges' attention, like what looks to be Sotnikova's under-rotation on this triple loop. Her back foot shouldn't be moving when it hits the ice:

Or whether or not this triple lutz, a jump that Sotnikova has a history of "cheating," was actually done properly and on the correct edge (the jump is supposed to start with the outside of her left foot):

And when you look at things like score sheets, there are some curious wrinkles like the abundance of +3 GOEs (the highest scores judges can give) on Sotnikova's and fellow Russian Julia Lipnitskaya's programs, but the utter lack of them on the other ladies' scores. Since then there have been other discrepancies, like the pointsawarded on Kim's and Sotnikova's footwork sequences, the meteoric rise of Sotnikova's artistry scores, and the IOC publishing fake quotes from Kim about how Sotnikova was a better skater that night. 

All these problems and all these conspiracy theories stem from one problem: figure skating is a subjective sport that needs boundaries, transparency, the minimization of bias — and the ISU has never really figured out a way to do any of those well. It doesn't seem to want to change. This is how the ISU determines conflicts of interest currently:

The term ”family” as used in this Rule shall be understood as including all persons who, due to their relationships, may reasonably appear to be in a conflict of interest position regarding a competing Skater, ineligible person or remunerated Coach.

How does Shekhovtseva, with her marital ties to the Russian skating federation, not fall under that definition? That doesn't happen very often in other sports. For example: it'd be like if John Calipari's wife was allowed to ref Kentucky's next game in the NCAA basketball tournament ... if the next game were a national championship. That idea would be killed the minute it was even thought of. 

Yet, in ice skating that's allowed. Or even encouraged. "Would you rather have an idiot acting as a judge than a good one who is a relative of the manager of a federation?" Ottavio Cinquanta, the ISU President asked the Chicago Tribune the day after Sotnikova's gold medal win. 

The ideal choice here is obviously neither, but Cinquanta seems okay with "good" judges who might be biased. "It is far more important to have a good judge than a possible conflict of interest," he said.

제소장에서 언급할 심판은 러시아의 알라 세코프체바와 우크라이나의 유리 발코프이다. 세코프체바는 러시아 피겨스케이팅연맹의 수장과 결혼한 사이이며, 문제의 경기 직후 금메달리스트인 아델리나 소트니코바와 포옹하는 모습이 포착되었다. 모스크바에 연줄이 있다고 추정되는 발코프는 1998년 올림픽에서 판정 결과를 조작하려다가 자격 정지를 당한 적이 있다. 소트니코바가 그녀 인생에서 가장 높은 점수를 받고, 김연아가 많은 전문가들이 평가절하 되었다고 말하는 연기를 펼친 후 은메달을 딴 여자 프리스케이팅 경기에서, 세코프체바와 발코프 모두 심판이었다.

대한체육회와 대한빙상경기연맹(KSU)는 심판진 구성과 판정이 소트니코바에게 유리했는지 여부에 대해 철저한 조사를 요구할 것이다. 그들은 제소로 인해 보복이 있을 가능성을 알면서도 제소를 진행하였다. 지난 금요일 (역자: 3월 21일), 한 대한체육회 관계자는 “항소나 제소가 ISU나 피겨 국제 심판진과의 관계 악화로 이어져 우리 선수들이 국제경기에서 불이익을 당할 수도 있어 매우 신중할 수 밖에 없었다”고 말했다.

대한빙상경기연맹과 대한체육회가 보복에 두려워한다는 사실은 상당히 당혹스럽게 느껴진다. 이 사실은 또한, 현재의 판정 시스템을 바꾸는 것이 얼마나 어려운지 보여준다. 자국 선수들의 점수가 인질로 잡혀 있는 상황에서 어떻게 국가가 불만을 표출할 수 있겠는가? 더하여, 한국과 같은 나라가 그들의 목소리를 내는 것 때문에 보복을 당할 거라 두려워하는 이러한 현실은, ISU와 그들이 만들어낸 환경에 대해 무엇을 시사하는가?

두 러시아 선수 소트니코바와 율리아 리프니츠카야의 점수표에는, 의문스러운 +3가산점(GOE)이 가득하다. (3점 심판이 줄 수 있는 최고 가산점이다.) 다른 여자 선수들의 점수표에서는 +3을 찾아볼 수가 없다. 김연아와 소트니코바의 스텝 시퀀스 점수, 소트니코바의 예술 점수 폭등, 거기다 국제 올림픽 위원회(IOC) 측에서 김연아가 ‘소트니코바가 오늘 밤 더 나은 선수였다’라고 말했다며 거짓 발표를 한 것까지, 모든 게 의문스럽다.

이 모든 논란들은 전부 한 가지 문제에 그 뿌리를 두고 있다: 피겨스케이팅은 경계선, 투명성 그리고 편파의 최소화를 필요로 하는 주관적인 스포츠이고, ISU는 사실상 이 중 어느 것도 제대로 해내지 못하고 있다. ISU는 변화를 원하는 것처럼 보이지 않는다. 다음은 현재 ISU가 내리고 있는 ‘이해 관계’의 정의이다.

그러나, 빙판 위에서는 그런 생각이 허용된다. 심지어 권장된다. 소트니코바가 금메달을 딴 다음 날, ISU 회장 오타비오 친콴타는 시카고 트리뷴과의 인터뷰에서 다음과 같이 말했다. “당신이라면 빙상연맹 관계자의 친척인 좋은 심판을 두고서 바보 심판을 쓰겠는가?”

이 질문에 대한 이상적인 대답은 “둘 다 싫다” 겠지만, 친콴타는 편파적일 수도 있지만 ‘좋은’ 심판에 만족하는 것처럼 보인다. 그는 “좋은 심판이 판정하게 하는 것이 이해 관계의 가능성보다 훨씬 중요하다” 라고 말했다.

A month after the ladies’ event at the 2014 Sochi Olympics, people are still questioning the result, with the Russian Adelina Sotnikova winning the gold medal ahead of Yuna Kim, the defending Olympic champion. And when I say “people”, I’m not referring only to the regular figure skating fans – who could be somehow accused of subjectivity when it comes to their favorite athletes – but to the figure skating specialists, very much acquainted with the ISU Code of Points, the scoring system currently used to judge figure skating disciplines. One of those people is Tim Gerber, former figure skater and, most importantly, a person who attended the ISU technical specialist seminar in the past; a seminar meant to provide full training for people to become technical specialists at competition. In this capacity, Tim Gerber has recently sent a letter via email to 33 figure skating office holders within the International Skating Union – including Alexander Lakernik, Technical Controller in the ladies’ event in Sochi – inquiring into the work done by the technical panel in this particular competition at the Winter Olympics.

According to Tim Gerber’s analysis – reviewed by two other ISU-certified technical specialists – the level calls for the step sequence of Adelina Sotnikova and Yuna Kim (in the free program) were both wrong (the Russian received a Level 4 and the South Korean, a Level 3, when, in fact, it should have been completely opposite); and wrong was also the judgement of Sotnikova’s Triple Lutz + Triple Toeloop combination: “Sotnikova clearly has a wrong edge flutz takeoff on her Lutz. She has had this technique problem her entire career. How can it be that the tech panel suddenly missed it? Her edge clearly changes over as she takes off for the jump. Furthermore, the Triple Toeloop in combination with the Lutz was obviously underrotated”.

The levels of the step sequence for both skaters, the flutz takeoff, the underrotated Toeloop… Tim Gerber summarizes: “This is a total of 4 wrong calls that the technical panel made, which were all in the benefit of Sotnikova. She also received insanely high and incorrect scores from the judging panel – who on Earth could ever give Sotnikova’s step sequence +3 GOE when she has so many sloppy edges, lack of flow between movements, and very little rhythmic timing of her movements? All of these incorrect marks look like far more than honest mistakes or being generous to a young girl who skated well in front of a home audience. It looks like cheating. There is no explanation other than complete incompetence by the both the technical panel and the judges”.

Requiring to know “exactly which duties each tech panel member took at these Sochi Olympics and what calls they made” – because, as Tim Gerber puts it, “People deserve to know if a mistake was made” – the letter was sent via email to 33 figure skating office holders within the International Skating Union, including Mr. Alexander Lakernik, Technical Controller in the ladies’ event at 2014 Sochi Olympics. Up to this point, no answer was received from any of the recipients.

Given the huge interest the ladies’ event in Sochi still holds a month after its conclusion and given the legitimate questions raised in the letter, we asked for Mr. Gerber’s permission to share the document to a wider audience. Here it is, in its entirety, exactly as it was sent to all the figure skating office holders within the ISU:

“Hello my figure skating associates,

We need to talk about how poorly the tech panel did their job at the Sochi Olympics. For the moment let us center the discussion around the Ladies’ event, specifically the calls made for the top 2 skaters.

The first issue I want to talk about are how the step sequence levels were called for Adelina Sotnikova and Yu-Na Kim – Sotnikova received a Level 4 and Yu-Na received a Level 3. However, all the analysis that I have done, and other experts have done, shows that these level calls were wrong. Sotnikova should have only received a Level 3 and Yu-Na should have received a Level 4. How can it be that Sotnikova’s step sequence was given a Level 4 by this tech panel when she clearly had incomplete edges and steps and has only received a Level 3 on it all year long in every other competition she competed in? How can Yu-Na Kim’s step sequence have been given a Level 3 when she had far more content in and met or exceeded all of the criteria to receive a Level 4? This step sequence is very complex and has very clear edges.

Each tech panel splits up the duties of looking at the step sequence and each of the 3 members of the panel looks at a different criteria to determine what level the sequence should be called as. I would like to know exactly which duties each tech panel member took at these Sochi Olympics and what calls they made. People deserve to know if a mistake was made. At the very least, technical panels in the future can learn from the poor judgements made here and improve upon their work.

The next technical panel issue at these Olympics was the judgement of Sotnikova’s Triple Lutz + Triple Toeloop combination. Sotnikova clearly has a wrong edge flutz takeoff on her Lutz. She has had this technique problem her entire career. How can it be that the tech panel suddenly missed it? Her edge clearly changes over as she takes off for the jump. Furthermore, the Triple Toeloop in combination with the Lutz was obviously underrotated. Her blade is fully pressing into the ice at a point that is significantly short of the 90 degree allowance skaters are given. She takes off for the jump facing 90 degrees away from the board where the tech panel is sitting, which means her skate should land on the ice directly facing the tech panel in order to receive full credit. Her blade clearly comes short of that point. This is yet another technique issue Sotnikova has had for her entire career. She has never been credited with a fully rotated Triple Lutz + Triple Toeloop combination, ever. Until these Sochi Olympics. How can this be, when the jump was cheated without a doubt?

This is a total of 4 wrong calls that the technical panel made, which were all in the benefit of Sotnikova. She also received insanely high and incorrect scores from the judging panel – who on Earth could ever give Sotnikova’s step sequence +3 GOE when she has so many sloppy edges, lack of flow between movements, and very little rhythmic timing of her movements? If the sport is going to continue with success, these things can not continue happening. For a moment let us put aside the talking of cheating. Let us assume none of the judges or technical panel members were bribed or threatened by Russians to skew the outcome of the event. What can be done to make everything more clear and less open to possible corruption? The technical panels need be trained better. The judges need to be trained better. The judges can not be anonymous. The scoring system needs many more modifications. There is no reason that footwork sequences need to be this overly complex. It detracts from the actual choreography of programs and makes judging decisions impossible to decipher while competition is happening.

Who is Tim Gerber, the author of the letter to ISU

In addition to the document, Inside Skating publishes a short interview with Tim Gerber, in order to better understand the circumstances in which the letter to ISU was written.

Mr. Gerber, for a better understanding of your letter, a brief description of you and your figure skating experience might prove useful…

I trained as a figure skater for many years and had all jumps up through Triple Lutz. In 2010, I was given the opportunity to attend the technical specialist training courses. It was there that I saw the ISU does not provide good enough training and does not even seem to fully understand its own scoring system.

I have independently studied figure skating history and technique to an extensive degree, as well as choreography.

What do you mean by “ISU does not provide good enough training”? Would you care to elaborate on that?

The seminar was a 3 day course that is meant to provide full training for people to become technical specialists at competitions. There are two per year in the U.S. on this scale, if I recall correctly. Many examples are provided of how to identify elements, but what I found glaring is that there is no actual scientific basis that is taught for determining how to judge the jump rotation of competitors. Figure skating jumps are very much a science, with an identifiable amount of air rotation that can be measured. This ISU course provided only cloudy explanations of how jumps should be judged as underrotated or not, without teaching people to look at the actual takeoff point of the jump and compare it to the actual landing point.

Similarly, the rules for determining “difficult variations” for spin levels are not consistent. It is taught that a spin position must display full usage of the body core in order to quality as a difficult variation and yet there are many spin positions which are not considered as such, even though they DO display such control from the skater. The classic layback position with a fully arched back and free leg held parallel to the ice, the sit spin position with straight back and fully extended free leg, the upright scratch spin, and the classic camel position with a fully extended free leg and ample arch between the back and leg – all of these positions are only considered “basic” positions and do not count for points even though they DO satisfy the requirement of needing to fully utilize the body core in order to achieve them.

Did you actually use your knowledge in a figure skating technical panel? 

I have not participated as a technical panel member for any ISU events and I am not currently working with any skaters, but I have done some coaching and choreography for low-level skaters in the past. In late 2012, I decided that I would not currently be able to continue pursuing figure skating as a professional career, as there were not enough opportunities for me to make a living doing it. Throughout my entire skating career, I have paid my own way without any help from my family or sponsors at all. All of my own earnings from other jobs, ever since the time I was a teenager, have funded my skating. This is completely unheard of in the figure skating world and severely limited my opportunity to compete at the highest levels and thus gain a bigger name in the skating world. I am currently the business manager for a design company in Hollywood.

Who was the letter addressed to? Any feedback from the recipients?

My letter was sent to all of the figure skating office holders within the International Skating Union. Mr. Lakernik, who was on the technical panel in the Ladies’ competition at the Olympics, is one of those office holders. He is the head of the technical committee for singles and pairs skating. In total, my letter was sent via email to 33 ISU office holders, all on the same email. So far I have not received any responses from them.

Also, on a related note, this is not the first time I have sent materials to the ISU (although this is the first time I have sent such an “incendiary” letter directly to the ISU office holders). For many years I have been critical of the scoring system and tried to take an active role in submitting proposals to the ISU that can improve the system. Some of my proposals have successfully reached the ISU congress and been voted into law.

At the beginning of the letter you say that other experts agree with you on the fact the level calls were wrong…

Two other ISU-certified technical specialists have reviewed the work I did in examining the technical calls made for Adelina Sotnikova and Yu-Na Kim and they both agreed with my findings.

To summarize, what was (is) the purpose of the letter? Actually, after having it sent to the ISU, you tried to popularize it among other people in the figure skating world… 

The purpose of the letter was to inform others in the skating community about just how poorly the competition was called by the technical panel (and how poorly it was judged). Many skating experts had a natural reaction that the result was wrong, but there hasn’t been enough actual analysis done. In the days following the competition, there was a feeling of “resigning” the argument because of talk about how Sotnikova played the judging system better than Yu-Na Kim and deserved to win more points because of the rules we have in place (that does NOT mean that the rules are good, of course). However, this is not correct at all. Even based upon the current rules in place, Sotnikova did not deserve to win the competition. The actual elements were called incorrectly by the technical panel and the judges’ GOE and PCS scores were completely out of place in many instances.

Because of how poorly the technical panel did their job, and how poorly the judges did their job (everyone is still wondering exactly how a judge who was formerly banned for cheating could ever be allowed to judge at an international competition ever again), it very much creates possible evidence of cheating. If members of this technical panel and judging panel were not bribed/threatened to create the result they did, then the only explanation can be that they are incompetent at their jobs. If they are incompetent at their jobs, then they should no longer have them. Furthermore, I hope that my analysis shows flaws in the judging system (mainly the overly complex footwork sequences, in this case) that need to be improved.

"소트니코바가 러츠 점프를 뛸 때 롱엣지 플러츠 도약을 한다는 것은 분명한 사실이다.  이런 기술적 문제는 그녀가 피겨 선수로 뛰는 동안 내내 가지고 있던 문제였다.  그런데 어떻게 테크니컬 패널이 갑자기 그것을 못 볼 수 있는가? 그녀의 엣지는 도약하는 순간 명확하게 (아웃엣지에서 인엣지로) 바뀌었다.  게다가 트리플 러츠-트리플 토룹 콤비네이션 점프의 연결 트리플 토룹은 명백하게 회전수가 부족한 점프였다."

선수 두명에 주어진 스텝시퀀스 레벨, 플러츠 도약, 회전수가 부족한 토룹... 이에 대해 팀거버는 다음과 같이 요약했다. "이는 테크니컬 패널이 총 네 부분에 있어 잘못된 판정을 했다는 사실을 말한다. 물론 모두 소트니코바에게 이익이 되는 판정이었다.  그녀는 또한 저징패널 (가산점을 주는 심판단)으로부터 미쳤다고 밖에는 볼 수 없는 잘못된 고득점을 했다.  지구상 그 누가 엣지 사용이 엉망이고 동작과 동작을 연결하는 흐름도 없고 음악에 맞춰 타는 동작도 거의 볼 수 없는 소트니코바의 스텝시퀀스에 +3의 가산점을 줄 수 있단 말인가?  이러한 잘못된 점수들은 정직한 실수, 즉 고의가 아닌 실수라거나 자국 관중 앞에서 스케이트를 잘 탄 어린 소녀에게 후한 점수를 준 것 뿐이라고 보기엔 너무 과했다. 이것은 부정 행위(cheating)이다. (그게 아니라면) 테크니컬 패널과 심판들 모두가 완전히 무능했다고 볼 수 밖에는 없다."

팀 거버가 말했듯 "잘못이 있었다면 우리에겐 그걸 알 자격이 있다."  그래서 "이번 소치 올림픽의 각각의 테크니컬 패널들에게 주어진 임무가 무엇이었으며 그들이 어떤 판정을 했는지"를 묻기 위해 2014년 소치 올림픽 여자 싱글 경기의 테크니컬 콘트롤러였던 알렉산더 라커닉을 포함한 ISU 관계자 33명에게 편지를 보냈다. 하지만 지금 이 순간까지 그 편지의 수신자들 중 그 누구도 답변을 하지 않고 있다.

이미 끝난 지 한 달이 다 되어 가는 소치 여자 싱글 경기에 대한 관심이 (여전히) 크고 (팀 거버가) 편지에서 제기한 질문들이 정당하므로,  우리는 팀에게 그의 편지를 보다 많은 독자들과 공유할 수 있도록 허락을 구했다.  그가 ISU 피겨 관계자들에게 보낸 편지 전문은 다음과 같다. 

“친애하는 나의 피겨 동료들께, 

우리는 소치 올림픽에서 테크니컬 패널들이 얼마나 신통치 않게 판정을 했는지에 대해 이야기를 해 볼 필요가 있습니다. 먼저 여자 싱글 경기에서 1, 2등을 한 선수 두명이 받은 판정에 대해 얘기를 해 보죠.

(소치 올림픽 경기에서) 스텝시퀀스를 할 때 소트니코바가 완벽하지 않는 엣지사용과 완벽하지 않은 스텝을 했다는 건 명백한 사실이며, 이제까지 그녀가 참가했던 다른 대회에서 항상 레벨 3 밖에는 받을 수 없었는데 그런 그녀의 스텝 레벨에 대해 어떻게 테크니컬 패널은 레벨 4를 줄 수 있었나요? 어떻게 더 잘 짜여진 구성요소로 레벨 4를 받는데 모든 기준을 만족 또는 초과했던 김연아의 스텝시퀀스가 레벨 3을 받을 수 있었는가 말입니다! 김연아의 스텝시퀀스는 아주 복잡하면서도 매우 정확한 엣지사용을 보여줬습니다.

테크니컬 패널은 스텝시퀀스를 판정할 때 각각 임무를 분담하며, 또한 시퀀스의 레벨을 책정하는데 필요한 각기 다른 기준들에 부합하여 선수가 경기를 했는지를 보기 위해  3명의 패널들이 각각의 책임을 분담합니다.  나는 이번 소치 올림픽에서 각 테크 패널들이 어떤 임무를 분담했고 각각 어떤 판정을 했는지 알고 싶습니다. 만약 잘못이 있었다면 우리에게는 그것을 알 자격이 있습니다.  적어도 미래의 테크니컬 패널들은 이번 올림픽에서 내려진 신통치 않은 판정을 통해 배울 수 있고 성장할 수 있으니까요.

이번 올림픽 테크니컬 패널에 대한 두번째 문제는 소트니코바의 트리플러츠-트리플 토룹 콤비네이션에 대한 판정입니다. 소트니코바가 러츠 점프에서 플러츠 도약을 했다는 건 명백한 사실입니다. 그녀는 이런 (잘못된 엣지 사용이라는) 기술 문제를 그녀의 선수 생활 내내 가지고 있었습니다. 그런데 어떻게 테크니컬 패널이 그걸 갑자기 못 볼 수가 있었지요? 그녀의 엣지는 점프 도약시 명백하게 바뀌었습니다. 게다가 이 트리플러츠-트리플토룹 콤비네이션에서 (연결점프인) 트리플 토룹은 명백하게 회전수가 부족했습니다. (선수가 90도 각도 이내에만 착지하면, 즉 1/4 바퀴정도 부족하게 착지만 해도 회전수 부족으로 감점을 받지 않지만) 소트니코바의 스케이트날은 이 기준에도 훨씬 못 미치는 지점에서 이미 빙판에 착지해 있었습니다.  그녀는 테크니컬 패널이 앉아 있는 쪽의 보드를 90도 등진 채 점프 도약을 했습니다. 이건 그녀가 점프를 확실히 인정 받고 점수를 다 받기 위해서는 그녀의 스케이트가 테크니컬 패널을 똑바로 마주 본 채 빙판에 착지해야 한다는 것을 의미합니다.  하지만 그녀의 스케이트 날은 그 기준점에서 명백하게 부족한 곳에 (그렇게 똑바로 마주 보지 못한 채로) 착지했습니다. 이런 회전수 부족은 소트니코바가 선수 생활 내내 가지고 있었던 또다른 기술적 문제 중 하나입니다. 소트니코바는 이제까지 트리플러츠-트리플 토룹 콤비네이션을 뛸 때 회전수를 다 채운 점수를 받은 적이 없었습니다. 이 소치 올림픽 이전까지도. 이전 점프가 의심할 수 없는 부정 (cheating) 점프였다면 어떻게 소치에서는 그런 점수를 받을 수 있었나요?

지금까지 언급한 네가지 부분이 모두 소트니코바에게 이익이 되었던 테크니컬 패널의 잘못된 판정들입니다.  하지만 그녀는 또한 저징패널 (가산점을 주는 심판단)으로부터 미쳤다고 밖에는 볼 수 없는 잘못된 고득점을 했습니다.  지구상 그 누가 엣지 사용이 엉망이고 동작과 동작을 연결하는 흐름도 없고 음악에 맟줘 타는 동작도 거의 볼 수 없는 소트니코바의 스텝시퀀스에 +3의 가산점을 줄 수 있단 말입니까?  이러한 잘못된 점수들은 정직한 실수, 즉 고의가 아닌 실수라거나 자국 관중 앞에서 스케이트를 잘 탄 어린 소녀에게 후한 점수를 준 것 뿐이라고 보기엔 너무 과했습니다. 이것은 부정 행위(cheating)입니다. (그게 아니라면) 테크니컬 패널과 심판들 모두가 완전히 무능했다고 볼 수 밖에는 없습니다.

피겨 종목이 성공적으로 지속되기 위해서는 이런 일들이 계속 벌어져서는 안 됩니다.  부정 행위에 대한 이야기를 잠시 미뤄 봅시다.  러시아인들로부터 뇌물을 먹었거나 경기 결과를 비틀도록 그들에게 위협을 받은 사람이 저지들이나 테크니컬 패널들 중에 아무도 없었다고 가정해 봅시다. 그렇다면, 모든 판정을 명확하게 하기 위해, 부패의 가능성을 줄이기 위해 무엇을 할 수 있을까요? 태크니컬 패널들을 더 잘 훈련시켜야 합니다. 저지들도 더 잘 훈련시켜야 합니다. 저지들은 익명으로 판정해서는 안 됩니다.  채점제를 아주 많이 수정해야할 필요가 있습니다. 스텝시퀀스는 이렇게 과도하게 복잡할 이유가 없습니다.  (과도하게 복잡한 스텝시퀀스는) 프로그램의 진짜 안무를 제대로 볼 수 없게 만들고, 경기가 벌어지는 동안 관중들로 하여금 저지들의 판정을 이해하는 것을 불가능하게 만듭니다.

팀 거버는 누구인가

인사이드 스케이팅(Inside Skating)은 팀 거버의 편지와 함께, 그가 ISU에 편지를 쓰게 된 정황을 이해하기 위해 그와의 짧은 인터뷰를 싣는다.  

팀 거버씨, 당신의 편지를 보다 잘 이해할 수 있도록 당신과 당신의 피겨 경력에 대해 간략한 소개를 부탁한다.

나는 피겨선수로 수년간 훈련을 했으며 트리플 러츠까지 모든 점프를 뛸 수 있었다.  2010년에 (ISU의) 테크니컬 스페셜리스트 훈련을 위한 강좌를 수강할 기회가 있었다.  그곳에서 나는 ISU가 (참가자들에게) 제대로된 훈련을 제공하고 있지도 않을 뿐 더러, ISU 자체가 자신들이 만든 채점제를 충분히 이해 못하고 있다는 느낌을 받았다. 이와는 별개로 나는 또한 피겨역사와 기술, 그리고 안무를 광범위하게 공부하였다.

ISU가 (참가자들에게) 제대로된 훈련을 제공하고 있지 않다는 건 무슨 의미인가?  좀 더 구체적으로 말해 주겠는가?

세미나는 3일 과정이었는데 이 과정을 통해 참가자들은 경기에서 테크니컬 스페셜리스트를 볼 수 있는 자격을 갖게 되는 모든 훈련을 받게 된다. 내 기억이 정확하다면 이런 규모의 세미나가 미국에서 매년 두번 열린다.  경기요소를 구별하는 방법을 가르치기 위해 많은 예를 보여주지만 가장 눈에 띄는 점은 바로 점프의 회전수를 판정하기 위한 그 어떤 실제적인 과학적 근거를 가르쳐 주지 않는다는 것이다. 피겨의 점프는 과학이다. 우리는 공중에서 점프의 회전수를 식별할 수가 있다.  하지만 ISU의 과정은 점프의 회전수가 부족한지 아닌지를 판단하는데 있어 참가자들에게 점프의 실제 도약 지점과 실제 착지 지점을 비교하는 것을 가르치지 않은 채로 명확하지 않은 설명 만을 해 줄 뿐이었다.

마찬가지로. "난이도(difficult variations)"에 따른 스핀 레벨을 결정하는 규정 또한 이랬다 저랬다 한다. (심판들은) 어떤 스핀을 고난이도로 인정하기 위해서는 몸의 중심축에서 한결같이 흔들리지 않으며 수행되는 스핀 포지션을 봐야 한다고 배운다. 하지만 선수가 몸의 중심을 전체적으로 콘트롤 할 수 있는 능력이 돼야만 수행가능한 스핀임에도 불구하고 이런 고난이도 레벨을 받을 수 없는 스핀들이 많다. 예를 들면, 전체적으로 등에 완만한 아치를 그리면서 떠있는 한쪽 다리를 뒤로 들어 빙면과 평행을 이룬 상태로 도는 전형적인 레이백 포지션, 등을 꼿꼿이 편 상태로 떠있는 한쪽 다리를 앞으로 곧게 뻗고 도는 싯 스핀 포지션, 그리고 떠있는 발을 엉덩이 높이 뒤로 뻗어서 수평이 되게 하는 자세로 도는 전형적인 카멜 스핀.....  하지만 이 모든 포지션들은 이를 수행하기 위해서는 몸의 중심을 전체적으로 사용해야 한다는 (중심축에서 흔들리지 않아야 한다는) 필수 요건을 만족시킴에도 불구하고 그저 "기본" 포지션에 불과하며 (고난이도에 해당하는) 점수를 받을 수가 없다.

당신의 이런 지식을 가지고 피겨 테크니컬 패널로 일한 적이 있나?

ISU 주관 경기에서 테크니컬 패널로 참가한 적은 없고 지금 현재 다른 선수들을 가르치지도 않는다. 하지만 과거에 하위 레벨 선수들을 가르치고 안무를 짜준 경험이 있다. 2012년에 나는 피겨를 직업으로 계속할 수 없다는 결론에 도달했다. 이것으로 밥을 벌어 먹을 만큼 충분한 기회를 얻을 수가 없었기 때문이다. 피겨 선수를 하는 동안 나는 가족이나 후원자의 도움이 없이 모든 비용을 나 혼자 지불했다. 틴에이저가 된 이후 나는 피겨를 위해 이런 저런 부업을 하며 비용을 마련했다. 피겨계에서 이런 예는 찾아 볼 수 없고 따라서 나는 상위 레벨에서 경기해서 이름을 알릴 기회를 쉽게 얻을 수 없었다. 나는 현재 헐리우드의 디자인 회사에서 사업관리자로 일하고 있다. 

당신의 편지는 누구를 향해 쓰여진 것인가? 수신자들에게서 피드백은 있었나?

국제빙상연맹(ISU) 안의 모든 관계자들에게 쓴 편지이다.  이번 올림픽 여자 싱글 경기에서 테크니컬 패널에 있었던 알렉산더 라커닉이 그들 중 하나이다. 라커닉은 여자 싱글과 페어 경기의 테크니컬 위원장이었다.  내 편지는 단체 이메일을 통해 총 33명의 ISU 관계자들에게 전해졌다.  하지만 아직까지 그 누구에게서도 답신을 듣지 못했다. 

또한, 이번과 비슷한 문제로 나는 ISU에 자료를 보낸 적이 있다. 물론 ISU 관계자에게 이런 "문제를 야기하는" 편지를 보낸 건 이번이 처음이지만 말이다. 지난 수년동안 나는 채점제를 비판해 왔고 이 제도를 개선할 수 있는 제안서를 ISU에 제출하는데 적극적인 역할을 하고자 노력해 왔다.  내 제안서 중 몇개는 실제로 ISU에서 표결에 붙여져 규정화되었다. 

당신의 편지 도입부에서 당신은 다른 전문가들도 레벨 판정이 틀렸다고 동의했다고 했다.

소트니코바와 김연아에 내려진 테크티컬 판정에 대한 내 분석은 두 명의 ISU 공인 테크니컬 스페셜리스트에 의해 이미 검토되었으며 그 둘 모두 내 분석 결과에 동의하였다.

간단히 말해서 당신은 어떤 목적으로 편지를 썼나? 실제로 당신은 ISU에 편지를 보낸 후 피겨계의 다른 사람들에게 이를 알리려 노력해 왔다.

편지의 목적은 빙상 커뮤니티의 다른 이들에게 이번 올림픽에서 테크니컬 패널이 얼마나 형편없는 판정을 내렸는지, 그리고 얼마나 형편없이 가산점이 주어졌는지를 알리려는 것이었다.  (경기 직후) 다수의 피겨 전문가들은 경기결과가 잘못됐다는 자연스런 반응을 보여 주었지만 이를 두고 실제적인 분석은 충분하게 이루어지지 않았다. 경기가 끝나고 며칠이 지나자 소트니코바가 김연아보다 채점제를 더 잘 이용했고 현 채점제의 규칙 (물론 좋은 규칙이라는 뜻은 아니지만) 덕분에 김연아 보다 더 많은 점수를 획득하는게 당연했다는 이야기들이 나오면서, 논쟁을 "그만 두자는" 분위기가 생겨났다.  하지만 이런 이야기들은 결코 맞는 말이 아니다.  현 채점제에 근거해서 조차도 소트니코바는 경기의 승자가 될 자격이 없었다.  테크니컬 패널에 의해 실제 경기 요소들에 대해 잘못된 판정이 내려졌으며 많은 경우 (선수들에게 준) 저지들의 가산점이나 구성점수 또한 완전히 잘못되었기 때문이다.

테크니컬 패널이 얼마나 형편없는 판정을 했는지, 저지들이 얼마나 형편없는 가산점을 줬는지 (모든 사람들이 아직까지도 의아해하고 있는 것은 이전에 부정 행위로 자격이 정지됐던 심판이 어떻게 다시 국제 경기에서 심판을 볼 수 있게 허용이 될 수 있었나 하는 것이다)... 이러한 것들은 부정 행위를 증명할 가능한 예가 될 수도 있는 것이다.  이번 올림픽의 테크니컬 패널과 저징 패널 중 몇몇이 이번과 같은 경기 결과를 만들어 내도록 뇌물을 먹었거나 위협을 받지 않았다면, (이런 결과를 설명할 수 있는) 남은 유일한 방법은 그들이 무능력했다는 것 밖에는 없다. 무능력한 심판들은 더 이상 그 일을 해서는 안 된다. 나아가 나는 내 분석이 현 채점제가 갖고 있는 개선해야 할 결점들, 특히 이번 올림픽에서의 과도하게 복잡한 스텝시퀀스가 갖고 있는 결점들을 보여줄 수 있기를 바란다.

In the history of sports, bad calls in important games live on in infamy on the Internet, where every play from every angle can be viewed again and again, and debated over until blue in the face.

Here are five of the worst.

The Chicago Bulls vs Utah Jazz – NBA Finals Series 1998

Forget Michael Jordan’s basketball return in 2001 to the Washington Wizards. Real NBA fans count his jump shot over Bryon Russell to be his last professional shot. With six seconds left on the clock and Jordan at the top of the three point line, he drives to the right, clearly pushes and fouls Bryon Russell, Utah’s best defender, away to give himself space then jumps and shoots. The Chicago Bulls won the game 87-86 and the series, delivering MJ his sixth and final crown.

Roy Jones Jr vs Park Si Hun – Gold medal match in boxing 1988 Olympics

When it comes to boxing, images of Don King with his electrified hair and shady dealings normally come to mind. But in this case it was the amateur Olympics. Having landed 54 more punches (86 to 32), and clearly being the aggressor, the future American heavyweight champion still lost, and was awarded silver. The three judges unanimously gave it to the South Korean, but later resigned their roles.

The Korean, embarrassed by his victory, apologised to Jones.

North QLD Cowboys v Cronulla Sharks – NRL Finals 2013

In one of the crucial matches of the 2013 season, an elimination final between the Cronulla Sharks and North Queensland Cowboys, referees Matt Cecchin and Henry Peranara counted tackles incorrectly, allowing Beau Ryan to score in the eighth minute on a seventh tackle. Only six are allowed in a rugby league set.

The Sharks went on to win 20-18.

During the heated post match press conference, Cowboys coach Neil Henry was rightfully angry, going so far as to claim conspiracy, so the rugby league final would be held in Sydney.

Both referees were dropped immediately after the match.

Gold medal round – Women’s figure skating Winter Olympics Sochi 2014

Controversy involving the Sochi games was mostly off the rink, as the world watched with alarm as Ukrainian protestors were killed in anti Russian protests.

On the rink, controversy skated circles around the gold medal round of the women’s figure skating.

The Korean red hot favourite Kim Yu na was awarded silver, despite a mistake free final performance.

Her main rival Russia’s Adelina Sotnikova made a mistake when she two footed a combination jump. She went on to win gold, in a performance seen live in the rink by Russian president Vladimir Putin.

The 17 year old Russian’s total score was 18 points higher than her previous best, which she scored a month before Sochi.

While technically not a refereeing blunder, scoring in skating has been mired in controversy. Scores are awarded anonymously by countries, whose judges often have conflicts of interest. Judges for the gold medal round, included Ukrainian Yuri Balkov who was suspended for a year when caught on tape trying to fix the 1998 Olympic ice dancing competition. Another  judge, Alla Shekhovtseva was the wife of Valentin Piseev, the general director of the Russian skating federation

USA vs the USSR – Gold medal basketball game 1972

The final few minutes of the game, in Munich, against the backdrop of the cold war, were a comedy of errors, some argue were deliberate. With less than ten seconds to play and down 49 to 48, US guard Doug Collins shot two free throws to put the US up by one. The buzzer signalling the end of the match blew during Collins’s free throws, and so the US understandably started celebrating.

What followed were umpire decisions which added more time not once, but twice, both of three seconds. On the second chance the Russians scored the winning basket and won 50 to 49.

It was the first time the Americans had lost an Olympic match, and so incensed were they by the decision, they did not attend the medal ceremony.

로이 존스 쥬니어 대 박시훈 – 1988년 올림픽 복싱 결승전

복싱을 생각하면, 대게 돈 킹(Don King)의 정전기 일어난 머리와 검은 거래를 떠올리게 된다. 그러나 이 글에서 이야기하고자 하는 건 올림픽 경기이다. 펀치를 50개 이상 더 맞추고 (86개 대 32개), 경기에서 명백한 공격수이자, 미래의 미국 해비급 챔피언이었던 그는 은메달을 받았다. 세 명의 심판들이 만장 일치로 한국인 복서에게 금메달을 주었으나 나중에 사임하였다.

한국인 선수는 그의 승리를 당황스러워 하였으며 존스에게 사과하였다.

퀸즈랜드 카우보이즈 대 크로눌라 샤크 – 2013년 호주 럭비 리그 (NRL) 파이널

2013 시즌 중 가장 잔혹한 경기중 하나로, 코노룰라 샤크와 노스 퀸즈랜드 중 하나는 결승에 올라가지 못하는 상황이었다. 심판 맷과 헨리 (Matt Cecchin and Henry Peranara)는 태클 개수를 잘못 세어 라이언(Beau Ryan)이 8분이 지났을 때 그가 7번째 태클을 하는 것을 허락하였다. 럭비 리그 세트에는 오직 6개의 태클만 허용된다.

샤크 팀은 20대 18로 이겼다.

경기 후 기자 회견장에서, 카우보이 팀의 코치인 닐 헨리(Neil Henry)은 분노하여 럭비 리그 결승전이 시드니에서 열리게 된 것이 음모라는 주장까지 했다.

금메달 결정전 = 2014년 소치 동계 올림픽 여자 피겨 스케이팅

소치 올림픽과 관련된 논쟁은 대부분 링크 밖의 일이었다. 세상은 우크라이나 시위자들이 반-러시아 시위 도중 사살되는 것을 지켜보았다.  

그러나 링크 안에서는 여자 피겨스케이팅의 금메달 결정전을 둘러싸고 논쟁이 일어났다. 

유력한 후보였던 한국의 김연아는 실수 하나 없는 경기를 펼치고도 은메달을 받았다.

그녀의 주 경쟁자였던 러시아의 아델리나 소트니코바는 컴비네이션 점프에서 두발 착지를 하는 등의 실수를 하였다. 그녀는 러시아 대통령 발디미르 푸틴이 링크장에서 직접 경기를 관람하는 가운데 금메달을 차지하였다.

17세의 러시아 선수의 점수는 그녀의 한달 전 경기에서 세운 개인 최고 기록보다 18점이나 상승하였다.

엄밀히 말하면 ‘오심’은 아니었지만, 피겨 스케이팅의 채점 방식이 논란에 휩싸였다. 피겨 스케이팅의 점수는 익명의 심판들에 의해 주어지며, 때때로 그 심판들은 이해관계로 얽혀있다. 이 경기의 심판들 중에는 1998년 올림픽 아이스 댄싱 경기에서 승부 조작을 시도해 1년 동안 자격 정지를 당했던 우크라이나의 유리 발코브(Yuri Balkov)가 속해 있었다. 또 다른 심판인 알라 셰코브체바 (Alla Shekhovtseva)는 러시아 스케이팅 연맹의 총재인 발렌틴 피세브 (Valentin Piseev)의 아내이다.
